Along with the rising concern of environmental performance, eco-labelling is becoming more popular. However, the complex process of eco-labelling demotivated manufacturers and service providers to be certificated. In this paper, we propose a decision support system aiming at further improvement and acceleration of the eco-labeling process in order to democratize a broader application and certification of eco-labels. This decision support system will be based upon a comprehensive knowledge base composed of various domain ontologies covering the whole life cycle of a product or service. Through continuous enrichment on the knowledge base in modular ontologies and by defing standard RDF and OWL format interfaces, the decision support system will stimulate domain knowledge sharing and have the interoperability to be applied into other practice.

Today, with frequency and severity of extreme weather, flood management became in the world a major concern for governments. The engendered problems are relative to goods and persons safety. Their considerations require a predictive management involving storage and draw-off strategy with several flood areas in order to limit water heights to the downstream of streams. A good flood management requires a control not only of storage to avoid downstream problems but also of water release to protect the fertility of flood expansion areas which are most often based on growing areas. In the literature, numerous described works were done on flows modeling and management. The work presented in this paper, is interested in the quantitative management by means of floods expansion areas placed along the river and for which we have their location as well as their sizing. The performances of management depend on moment and on height of gates opening which influence on wave mitigation. The proposed management method is based on a dynamic mechanism from which the water volumes to be stored or draw-off in time are calculated.

The purpose of this paper is to propose a decision support platform aiming at further improvement and acceleration of the eco-labeling process in order to democratize a broader application and certification of eco-labels, also to consolidate the credibility and validity of eco-labels. Design/methodology/approach : This decision support platform is based on a comprehensive knowledge base composed of various domain ontologies that are constructed according to an official eco-label criteria documentation. Findings : Through standard Resource Description Framework and Web Ontology Language ontology query interface, the assets of the decision support platform will stimulate domain knowledge sharing and can be applied into other applications. A case study of laundry detergent eco-labeling process is also presented in this paper. Originality/value : The authors present a reasoning methodology based on inference with Semantic Web Rule Language (SWRL) rules which allows decision making with explanation.

AbstractDisaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, and inefficient exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service.
